My base stations are going to sleep mode when i close steamVR and waking up when i launch it. You can set that in base stations settings/power management.
And search google for your basestation issue, there is easy fix, i have symilar problem.
Because you don't run them while you're not in VR. You wont hear them and my 1.0 base stations are louder than the 2.0 version.
