they were but then all of a sudden everything was halted, look up penguin batman returns action figure on google some guy made a cool custom version worthy of hot toys as well as the skull biker henchman and catwoman

I wished that Kenner made the Penguin action figure from Batman Returns looking like this not a repaint of a comic based action figure from 1984 I really wish for a new line of Batman Returns action figures and they don't mess up like they did in 1992
